I can't really decide, H2 takes it in my traditional sense of what makes a good game: a strong and entertaining campaign that can make you feel varied emotions in each level. Avalanche, Construct, and Narrows will always be 3 of my top maps. The levels tended to be both beautiful and solid. The multiplayer when it wasn't lagging was probably my favorite ranked form of gameplay since it came out. The music really boosts the game to higher levels as well, and it was only when the music changed that there was any kind of response from me. Halo 3's levels certainly left you feeling like an epic bad-ass ripping apart dual scarabs like its no big deal, but I feel that it was harder to get an impact from the game unless it was involving Cortana or Johnson.

However I have less experience with online in this game than any other Halo since I had to go to a friend's house to play it and all he did was camp me using super-jumps and sniping. Halo 2 multiplayer had fun levels that constantly come back to us in the form of remakes so Bungie certainly had the right formula. Oh and in the level The Arbiter when you start taking out locations in the banshee? Great. Arby's flood levels always felt like a panic on legendary, often leaving me to rely on his camo and stealth more than run and gun. Halo 2's story and insight into the Covenant made it one of my top campaigns, tied with ODST. Halo 2 was a fantastic game once they got it fixed, but Halo 3 was better if you take off the Rose tinted glasses. Halo 2 had local coop and a single player with really annoying graphical issues (pop in) and a removed ending.

Online Coop, Forge, Theater, and a full single player. What really makes 3 better is a polished campaign, and tons of features that Halo 2 could only dream of. I think that is why I have more fond memories of 3. Halo 3 had a few issues like the melee system and the non hitscan BR, but it wasn't as bad as Halo 2 at the start. Until that first patch, grenades were terrible, melee was useless, and everyone dual wielded everything due to SMG starts. Multiplayer wise think that they are both great, but I think Halo 3 was more polished from the start, while Halo 2 didn't really shine on multiplayer until after the first patch (which took way too long). People are probably gonna complain about this topic, and will probably yell at each other, but hey, I will answer they way you asked.
